Because Reverse Auctions are price-driven, Partial Bids fundamentally interfere with Bid rankings and the dynamics of the Reverse Auction Process. Therefore, Partial Bids and Solicitations permitting Partial Bids are not permitted under a Reverse Auction process and will be removed from the Web Site.
